Highest-averages seat allocation used across Europe
How it works: Each party's votes are divided by 1, 2, 3... (1 + seats already won). The highest quotient wins the next seat. This method slightly favors larger parties. Used in Spain, Portugal, Netherlands, Israel, and for EU Parliament elections.
